Lisbon is implementing several initiatives aimed at improving urban living conditions for its residents.
Noise Reduction Efforts
The Lisbon Municipal Assembly has approved an updated version of the city’s Strategic Noise Map, using 2022 as the reference year. The data reveals that 13.6% of Lisbon’s population is exposed to noise levels above legal limits. To address this, the city plans to expand its number of quiet zones from 12 to 26 by 2029, aiming to reduce sound pollution and enhance urban livability.
Sustainable Practices
In November 2025, Lisbon launched the ‘CopoMais Lisboa’ initiative, a city-wide reusable cup system starting in Bairro Alto. This program includes dedicated reusable cups, automated return machines, and a comprehensive cleaning and logistics operation. The system allows users to receive their deposit directly via card or mobile wallet, promoting a seamless, cash-free experience. This initiative positions Lisbon among Europe’s frontrunner capitals in deploying a citywide, digitally enabled reuse system.
Public Safety Enhancements
To improve public safety, Lisbon’s city council plans to increase the number of CCTV cameras from 96 to 251, at a cost of €18 million. The initiative aims to ensure orderly, high-quality, and safe circulation within the city. Additionally, the council has approved a ban on the sale of alcoholic beverages for consumption on the street during specific hours to combat nighttime noise and ensure residents’ rest. The ban prohibits street alcohol sales from Sunday to Thursday after 11 p.m., and on Fridays, Saturdays, and the eve of public holidays after midnight.
